Comparative Analysis of the locational efficiency of public investments. The Case of the turist program Route of Emotions in Brazil

We analyzed the efficiency of investments with Constitutional Fund for Financing of the Northeast (FNE) tourist route of the Route of Emotions in the Mid-North region of Brazil. We initially used Data Envelopment Analysis (DEA) as input variable investments with FNE and number of establishments and as output variables employment number of sectors in Tourism Characteristic Activities (TCA) and other economic indicators as control variables, then replaced by Locational Quotients (LQ) of these variables. Comparatively, we calculate the parameters by OLS estimation. Finally, we evidenced concentration rates of employment in each sector, municipality and time. Our results indicate that the use of LQ as OLS estimation variable, qualifies information on the effect of public investments on employment growth, and the concentration index identifies sectors with repressed resource demand. Therefore, the LQ is a representative variable of the effect of the FNE on the growth of employment generated by TCA establishments in the municipalities served by the PDSRT/Ministry of Tourism/Brazil program.


Analisamos a eficiência dos investimentos com o Fundo Constitucional de Financiamento do Nordeste (FNE) rota turística da Rota das Emoções da região Centro-Norte do Brasil. Inicialmente, usamos a Análise Envoltória de Dados (DEA) como variáveis ​​de entrada de investimentos com FNE e número de estabelecimentos e como variáveis ​​de saída, número de empregos de setores em Atividades Turísticas (TCA) e outros indicadores econômicos como variáveis ​​de controle, então substituídos por Quocientes Locacionais (LQ) dessas variáveis. Comparativamente, calculamos os parâmetros por estimativa OLS. Por fim, evidenciamos taxas de concentração do emprego em cada setor, município e época. Nossos resultados indicam que o uso de LQ como variável de estimativa de OLS qualifica informações sobre o efeito dos investimentos públicos sobre o crescimento do emprego, e o índice de concentração identifica setores com demanda reprimida de recursos. Portanto, o LQ é uma variável representativa do efeito do FNE no crescimento do emprego gerado pelos estabelecimentos do TCA nos municípios atendidos pelo programa PDSRT / Ministério do Turismo / Brasil.
